Date:
The Windsurfing Euro-Cup in Cagliari (Italy) will take place from the 29th of May to the 2nd of June 2002.
Organisation:
The event is organized by the " Associazione Sport e Spettacolo Idea Mare".
Status:
The Windsurfing Euro-Cup Cagliari is the fourth Windsurfing Euro-Cup of the year 2002. The regatta is recognized by the IFWC. The competitors get points for the official Euro-Cup ranking list.
Rules:
The regatta is an ISAF sanctioned event governed by:
o The Windsurfing Office General Rules
o The Funboard Racing Rules (FRR)
o The IFWC rules and the IFCA rules
o The national rules of the Associazione Italiana Classi Windsurf (AICW)
o The Notice of Race and Sailing Instructions
Disciplines:
The Windsurfing Euro-Cup in Cagliari is a one discipline FormulaWindsurfing event. The regatta is equiped with prize money (EUR 15.000,00) and will give points to the annual ranking list of the Windsurfing Euro-Cup. The race committee will decide if the conditions are suitable for official competitions.
Fleets and Divisions:
There will be only two fleets: men and women. They shall race separately, each in a maximum 15 race series. There may be separate prizes or trophies for Youth (11 m2 division), Espoir, Masters and Grand Masters divisions. The position of the competitor within the division will be calculated from his/her position in the fleet results. No separate division scoring will be applied. The Youth registered sail bigger then 11 m2 shall be calculated only in men and Espoir division.
Division definition:
o A Youth shall be under age of 19
o An Espoir shall be under the age of 22
o A Master is a male competitor who has reached the age of 35.
o A Grand Master is a male competitor who has reached the age of 45.
A competitor must have reached the minimum age limit, in the relevant division, by Dec 31st. in
the year preceding the date of competition.
A competitor must not be older than the maximum age limit, in the relevant division, by Dec 31st
preceding the year of competition.
A minimum of 5 entries is required to constitute a 'fleet' or a division within a fleet.
Place:
The event is organized on the POETTO beach, nearby the Windsurfing Club Cagliari, viale Marina Piccola.
Conditions:
The Regatta is sailed in the "Angels' Gulf".
The main wind is mistral, 8/25 knotes for 280 days on the year.The average air temperature in May is around 24 degrees celsius. The water has about 19 degrees. Wetsuits are strongly recommended.

There is an area in which the cars of all competitors can be parked and where it is possible to sleep in the cars. Toilets and showers are supplied, too

Travel/Transportation:
Cagliari can be reached easy by boat from Civitavecchia, or Genova to Porto Torres and then by car. There will be clear signs in the town to guide you directly to the event location.
The nearest airport is Elmas, 15 km from the event location.
Socials:
The competitors get a warm meal each days. Every Competitor gets an Event-T-Shirt. Entrance to the Event-Parties is free for all competitors.
Drug testing:
Competitors are reminded of the ISAF rules and regulations concerning the use of banned methods and substances. Drug testing may take place during the event.
EQUIPMENT
The equipment has to comply with the IFWC rules.
Only boards on the list of approved formula windsurfing boards for international events are allowed.
Only the following sails are allowed:
o 2002 production sails on the list of approved formula windsurfing sails for international events
o all old sails (produced in the year 2001 and before)
Measurement:
It is the responsibility of each owner/competitor to ensure that his/her sailboard and equipment conforms to Class Rules. Measurement and equipment checks will be made throughout the event.
Sail Insignias:
All sails shall comply with the national letter system in Appendix H of the Funboard Racing Rules. This will be enforced. Letters and numbers are required on both sides of the sails.
Buoyancy:
If personal buoyancy is prescribed, each competitor shall wear, above the waist, a jacket, harness, or vest with a minimum buoyancy of 4kg. uninflated, in fresh water. The buoyancy shall be tested with a metal weight of 4kg. which shall remain supported for a minimum of 5 minutes.
Liability:
Entries shall meet the requirements of ISAF RRS Appendix 2. Competitors shall possess valid third party liability insurance. Competitors take part in all races at their own risk. The Organizing Authority, ISAF, IFWC, IWA or any of their officials or representatives or the sponsors or their officials or representatives are not responsible, under any circumstances, for any damage, loss or injury either ashore or on the water either to persons or equipment, which may result. Participation in this event, supporting events and in each race in them, is at the sole discretion of the sailor and at his/her own risk.
Scoring:
The Funboard Racing Rules low points scoring system (App. A2) will apply.
International Jury:
An International Jury will be appointed. Their decisions will be final and cannot be appealed.
Television and Media:
In registering for the event, competitors automatically grant to the Organizing Authority the right in perpetuity to make, use and show from time to time at their discretion, any motion pictures, still pictures and live, taped or filmed television and other reproduction of them, taken during the period of the event, for the said Championship as defined in the Notice of Race and Sailing Instruction in which he/she participates without compensation.
Bibs/Vests & Competitors Sail Branding:
During racing, competitors may be required by the organizers to wear bibs/vests carrying the event sponsors' branding and Sail Stickers above the boom. Prior to arrival on site, competitors wishing to apply their own sponsor's branding to their sails below the boom are advised to seek 'Brand Approval' from the organizer to ensure that there is no conflict with event sponsors. The decision of the organizers will be final. Organizers Sail Stickers are mandatory.
Dress Code:
There may be official events where 'smart casual' clothes will be required. The organizers reserve the right to refuse entry to any person to such events if in their opinion the competitor's standard of attire is not commensurate with the occasion
Prizes:
The succesful competitors will win Trophies. The competitors get points for the official Euro-Cup ranking list according to the General Rules.
In addition there is a prize money fund of EUR 15.000,00 that will be devided according to the General Rules.
Entry:
Competitors can enter through the Windsurfing Office by mailing or faxing the Official Entry Application Form to the entry address or by using the Online Entry Application Form on the Windsurfing Euro-Cup website www.euro-cup.org . Competitors who register after the entry date (29.04.2002) have to pay a late entry fee (50%).
The entry fee of EUR 70,- can be paid directly at the event site.
The maximum number of competitors is limited to 180. So apply early for an entry in order to get a safe starting slot.
